Bio: Toby Hoy, Ph.D., MBA, MTax, MSRE, CRMS, DREI, CPLP, MCI, LSAR, DE, LSSGB, CRU, CMLO, GRML, RECS, CFDE, CLP, CIRO, CMA, ARM, CNE


Toby is a highly skilled and credentialed professional with wide-ranging experience in multiple fields. Including real estate and finance with significant origination, operations, risk assessment, investment analysis, property management, and collateral valuation experience. Also, education and training, with experience in instructional design, training delivery, and skill assessments.
Toby has prepared expert witness testimony regarding predatory lending theory and practices for the Cleveland, Ohio City Council, The Ohio Senate, and House, as well as The United States House of Representatives Financial Services Committee, The United States Senate Banking Committee, The United States Senate Subcommittee on Housing and Transportation, and before the Board of Governors of The Federal Reserve System.
Toby is currently the Director of National Operations at Residential Bancorp. Prior to entering the mortgage industry, Toby worked in the field of residential real estate management as the Managing Partner of Carlton Property Management.
Toby is an Ohio Real Estate Professor and Adjunct Faculty Member at both Stark State College and Ashland University, specializing in Real Estate, Law, Finance, Appraisal, and Economics. He has also instructed for the State and National Associations of REALTORS®, the State and National Associations of Mortgage Bankers, and the State and National Associations of Mortgage Brokers, where he was a Master Certified National Instructor. He also is a Senior Instructor and Pre-License Education Department Chair for the Tuxedo Training School of Real Estate. In both 2014 and 2020, Toby was recognized by the Stark County Association of REALTORS® as the Instructor of the Year and selected for the 2016 class of Achievements in Excellence award recipients from the National Association of Sales & Marketing Executives.

Toby holds a DE Underwriting certification from HUD, and both LAPP/LSAR underwriting certifications from the VA. In addition, he is a registered Home Counselor with Fannie Mae, assists both the Stark Metropolitan Housing Authority and the East Alliance Community Development Corporation as a Homeownership Counselor, and he has attended numerous educational programs sponsored by HUD, VA, FNMA, SMHA, OAR, REBAC, NAMB, OAMB, RENI and others.

Toby received a Ph.D. in Business Administration from the University of Phoenix, an MS in Real Estate from Johns Hopkins University, a MA in Business Administration, a MA in Taxation, and a BS in Business Management from the Louisiana State University, and an AA in Accounting from Stark State College. In addition, Toby holds Executive Certificates from both the Sloan School of Management at the Massachusetts Institute of Technology and the Mendoza College of Business at the University of Notre Dame, received his Lean Six Sigma Green Belt certification from California State Polytechnic University, Pomona, and is a graduate of the prestigious Stonier National School of Banking at the University of Pennsylvania.
